What are the requirements for an Oregon PI license? 

Licensed investigators must meet education and experience standards (typically 1,500 hours), pass a background check, and pass a state-administered exam.

Are you insured? 

Professional PIs typically carry a $5,000 surety bond or errors & omissions insurance as required by Oregon law.

Does Oregon have reciprocity with other states?

Oregon has a limited reciprocity agreement only with California and Louisiana, allowing licensed investigators to cross state lines for specific, time-limited cases.

Is GPS tracking legal in Oregon?

Generally no, without consent. Oregon law (ORS 163.715) makes it a Class A misdemeanor to affix a GPS tracking device to a motor vehicle without owner consent. Unlike some other states, Oregon does not have a broad "PI exception" for unauthorized GPS tracking.

Can an Oregon PI make an arrest?

No. They do not have law enforcement authority and can only make a "citizen's arrest" under the same conditions as any ordinary citizen.

Can a PI enter private property?

No. Investigators cannot enter a private building or property without the owner's consent.

Can PIs record phone calls or in-person conversations?

Phone Calls: Oregon is a one-party consent state for electronic communications. An investigator (or any participant) can record a call they are part of without telling the other person.
 

In-Person Conversations: Recent legal rulings (as of January 2025) uphold that Oregon requires notice to all parties before recording the audio of an in-person conversation.

Are Oregon PIs allowed to carry a concealed weapon?

An Oregon PI may only carry a concealed weapon while on duty if they possess a valid Oregon Concealed Handgun License (CHL) and have completed specific state-approved firearms training.

Can PIs use video surveillance?

Yes. Video-only recording (w/o audio) is generally legal in public spaces where there is no reasonable expectation of privacy, such as streets or parking lots. However, they cannot film into private areas like bedrooms or bathrooms.

Will the subject know they are being investigated?

We prioritize confidentiality and surveillance anonymity. However, investigators are legally bound to reveal details if ordered by a judge or court.

Will I receive a formal report?

Yes. While it is our standard practice to provide reports, Oregon law (ORS 703.450) also requires licensed investigators to furnish a written report within seven days of a client’s written request.

What are your fees?

Rates in Oregon typically range from $75 to $200 per hour. Some of our services, like background checks or skip tracing (locating people), are offered at a flat rate (e.g., $75–$240 depending on depth).

Do you require a retainer?

Yes, we do require an upfront retainer, which can range from $500 to $5,000 depending on the case complexity.
